Courses
To maintain current rating levels, a minimum of 40% of the points within this element must be attained. Companies can only accrue points in skills development when there is substantial evidence of training black individuals in scarce and critical skills.
It is imperative to highlight that, as per the BEE Codes of Good Practice, training conducted on individuals meeting the definition of black, irrespective of their employment status, is eligible for inclusion.
Points have been increased from 15 to 20, with an additional 5 bonus points.
Expenditure has risen from 3% to 6% of the total leviable amount (total annual salary payroll).
Trainees are not mandated to be permanent employees.
Only 15% of the training spend can be allocated to internal/non-accredited training.

Acknowledging that any grant funding from your SETA (Sector Education and Training Authority) contributes to your overall expenditure is essential. Learnerships serve to increase your training spending without incurring additional costs, thereby augmenting your B-BBEE score.
Points can be claimed for training in skills development, supplier development, or enterprise development, allowing for scoring in two of the three elements for a single contribution. Only 15% of the value of informal, uncertified training will contribute to the total training expenditure.
Accommodation, catering, and travel costs are also restricted to 15% of the total value.
To substantiate your claim for any training, you must provide proof of your registration with your SETA to your verification agency, along with evidence of submitting your Workplace Skills Plan and Report.
Additionally, submission of your EMP 201s for the measurement period is required to enable the verification agency to calculate the targets accurately.
Mandatory Grants
All companies with an annual payroll exceeding R500,000 are obligated to submit their Workplace Skills Plan (WSP), Annual Training Report (ATR), and Pivotal Report (PVT) to the relevant Sector Education and Training Authority (SETA) for approval before the 30th of April each year.
Non-compliance with this requirement will result in a zero score for skills development, as mandated by the stringent provisions of the new B-BBEE codes.
The Mandatory Grant serves a critical purpose, aiming to incentivise employers to furnish their SETA with comprehensive data regarding their workforce and skill requirements based on their WSP and ATR.
The mandatory grant, linked to WSPs and ATRs, constitutes 20% of an employer's 1% skills levy.
This process enables companies to recoup a significant portion of their employees' expenditures on training and upskilling initiatives.
The amount reclaimable from the SETA is contingent upon the company's annual payroll.

Your company remits 15% of the levy upon appointing and registering a skills development facilitator.
10% of the levy when you meticulously prepare, submit, and obtain approval for a workplace skills plan tailored to the relevant SETA.
20% of the levy when you compile an annual training report, aligning with the approved workplace skills plan.
Companies can claim expenses associated with training, facilitators, training venue costs, course fees, and course materials. It is imperative to maintain thorough documentation substantiating these claims.
